The issue was caused by an older AdSense account that was still connected to a previous email address. Even though I was using a different email for my current YouTube channel, the old account created a hidden conflict that prevented Step 2 from being approved.
I explain the steps I took, including contacting YouTube Partner Support, using the official account recovery process, updating my recovery email and phone number, and waiting for the changes to finish processing. I also discuss why creators should avoid closing AdSense accounts too quickly before confirming which account is connected.
